The main problems to overcome would be: Such a ring would have to be enormous, where would the material come from, how can we get it off the ground.

To orbit at the height of the ISS it would have to be spinning at 7.5 km/s (16,777mph). How can its speed be maintained and can any substance withstand the stresses.

Also it wouldn't make sense to built it. The ring would have a length of 42,000km (26,000miles). What would we do with it?
