The usual procedure is for the electrical contractor to take out a permit for his work which can include a temporary service pole for his electrical use. When his work is finished, the home owner takes out a connection permit from the utility company to have the new service connected. The electrical inspector checks the contractors work and signs off on the job and send a receipt to the utility company saying that the job is safe to connect. It is the home owners responsibility to pay all the fees for the connection. When the utility company comes out to connect, usually they will disconnect the electrical contractors temporary service and swing the feed over to the house for a permanent connection.
