Not easily. Except for 1943 wartime cents, US pennies are made of either bronze or copper-plated zinc. Neither of those metals is ferrous (iron) so they'll tarnish but they won't rust in the usual sense.
1943 cents were made of zinc-plated steel so they can rust when the zinc wears through. They're kind of silvery where the zinc coating is still intact, and typically rust-brown and rough where the underlying steel has started to corrode.

the Statue of Liberty is green because it has been there for a long time. Since metal rusts, the Statue of Liberty also rusted. In fact, it rusted enough for it to turn green. If a penny rusts enough, it will also turn green.
