Mostly because of regional taste and newspapers want readers. For example, you wouldn't want a strongly liberal view on subjects in southern states. Then no one would read the newspaper. The best way to avoid that is fair and balanced news (although we know how well that always turns out). Also it depends on the target audience, you wouldn't want an article that is anti-gay rights in a town known for its gays and lesbians.
