I've heard that lemon juice is supposed to be really good for removing pen ink, and I'm sure that there are products out there that can do the same.
I would say permanant Ink because it never comes out no matter what.
Soak the stain with rubbing alcohol and blot with a clean dry cloth. Once most of the ink is gone spray the remaining stain with a liberal amount of pre-treater and launder as normal. That should take care of it.
