You can make a college on Microsoft publisher by just copy and pasting your pictures into publisher. Then format the Pictures by right clicking on the pictures and selecting Text Wrapping. You can move the pictures around where you want. To make a collage I suggest you use Microsoft word and change the page to landscape. Then do the same text wrapping for the pictures. It's around the same process just you don't have to use publisher and majority of people are more comfortable in Word.

Publisher 2007 has a File<Import Word document command that works better than earlier versions. You will still have to adjust images and formatting. For example, most images will import as Inline images. If you want to move the images freely around the page, you will have to reformat each image in Publisher using [right-click] Format Picture < Layout < Object Position. Text will flow into the Publisher document as a continuous series of linked text boxes without regard to your original Word layout, so you will also have to adjust your text boxes. On the whole, it's much easier than starting from scratch, but not foolproof.

I don't believe there is an equivalent of M.S. Publisher in Open Office. The best you can do is use O.O. Writer, and insert text boxes and set pictures to Behind or In Front of text, then drag them to where you want them. You may also be able to get free document templates on the web which you can use to start out with. Try using a search engine to find such a thing
