Whatever is being written on the paper (your idea) is so pointless/bad/stupid/wrong that it is not worth the two cents that went into buying the paper. i.e. Your idea was so bad it wasn't even worth the extremely small amount of money that it cost to buy the paper.
There is no set price. Rifles and shotguns made before 1968 were not required to HAVE serial numbers. I have several dozen in my collection, and not having a SN does not add to the value. However, REMOVING a serial number from a gun is worth 10 years in prison.
