An eyewitness account should in principle be only a factual and truthful account of what happened and limit itself to what the author could see for himself and what he heard from other eyewitnesses.

A play can focus on an ulterior message and use the event only to illustrate that message. A playwright is free to divert from the facts and to make up motives and emotions of people and even other facts or events as he sees fit. So one is held to the truth and the actual facts, the other is not.
