when a newspaper is put together there is a set amount of space to fill. ads are sold and placed then the breaking news and featured articles and other features... left over space is put to fillers, little blurbs , usually trivia, to fill the holes. these fillers do not need to be trivia so news releases and preset ads for not for profits are often sent to newspapers and magazines for inclusion as space is available

but actually PSA's are filler that give the station benefit or fill FCC requirements to inform the public while the Newspapers are not tied to similar rules. So while newspapers might agree to aid in a multi media campaign by a nonprofit or governmental agency (like Red Cross appeals or "Buckle-up" campaign of 70's) they have no requirement to do so as the FCC imposes on TV and Radio stations
