In addition to Pascal's other achievements, he was also a wit. Now even in his day, it was known that Cleopatra had a very large nose. There was/is an old saying that one should "pull in his nose" or "pull in his horns", when others think he is being too greedy. So, he was saying that if Cleopatra had been content with what she had, the culture (face) of the world would have evolved differently. At least that's my idea of his meaning.
