The dress in the picture, in my opinion, is very poorly designed. Are you wanting to have a dressmaker make this? If so, this is how to describe the thing to her.
It's a cocktail dress with a mid thigh hemline. The bodice is empire and heavily encrusted with crystal beading in a band across the top of the bust, strapless, and chiffon panels are hung from about two inches below the bust. The center chiffon panel is attached at the center bust directly from the heavily encrusted band across the top of the bust and is designed to float across the top of the front of the dress, being unattached from the rest of the chiffon. There is a matching shoulder panel that is attached by a jewelry string about two inches long draping across the left shoulder and does not seem to have any support for the draping across the shoulder and back.
The panels attached to the dress seem to be bias cut, but are fairly full so that they will float with the unattached front panel and shoulder panel. The under dress is satin or silk and is a structured basic strapless A-line cocktail dress with a zipper or buttons in the back to wear the dress properly. Boning in the waist line to the bust would provide fit for this dress.
The chiffon panels are draped at ballroom length to give the appearance of a formal dress and is designed as a variation of the Greek Goddess style. See the link for a picture of the dress.
