An order provision of care, (presumably health care) would not be considered fiduciary in nature, or at least not beyond the processing and payment of health care related bills and premiums received. An insurer can not be ordered to provide healthcare, they can only be ordered to "pay" for care that is covered under the insurance policy. Fiduciary responsibilities of an insurer would not entail providing personal banking, accounting or book keeping services, nor in coordinating health care. That can only be done by licensed health care professionals. So I would say no if you are referring to personal financial management services.
