Solid silver? No. The silver clad Eisenhower dollars are all 40% silver. But for 1973 not all S mintmarked coins are 40% silver. The San Francisco Mint did strike copper-nickel proof coins that were included in the proof sets for 1973. The 40% silver coins were struck as proof & uncirculated but were sold separately, so 3 different S mintmarked coins were struck in 1973.
A very clear and sharp S mint mark
The difference is in the 'S' mint mark which is found on the left side of the coin just above her shoulder. The Type 1 dollar's 'S' is like a blob - it is not well defined and is somewhat fat. On the other hand, the 'S' on the Type 2 dollar is more clearly defined and is clearly an 'S'. The Type 2 dollar is much more scarce than the Type 1 dollar.

There are two types of 1999-S half dollar, both issued only as proof coins, so it's important to verify whether the one you have is actually silver. The more common type is struck in the same copper-nickel alloy as circulation half dollars, and as of 04/2010 has a value of $9-16 depending on quality. The other is a so-called "Prestige Proof" struck in 90% silver alloy and sold only as part of a special silver proof set. As of 04/2010 it has a value of $13-25 depending on quality.
Most post-1970 mint sets are worth about $15-25, however, silver proof sets are worth quite a bit more. Pre-1970 sets are worth more because they have a 40% silver half dollar worth about $5 on its own. 1964 and before proof sets are worth even more because the half-dollar, quarter and dime are 90% silver. However, you need to post an actual year and the type of set for us to provide a real value.
