I don't think there is an actual color that represents congratulation (because its so vague) Maybe if its more specific you can assign a color based on that event. for example for a baby shower you could use the traditional pink= girl blue=boy or yellow. Graduation is normally just the school colors of that school or a black cap and gown. And Weddings are normally white with elegant font.
