AnswerI have not heard this phrase before but I would hazard a guess that it means "the strongest person" since Odysseus was the only one strong enough to bend his bow (put a bow string on it).

Acutally, what it would mean (although you are close) is being able to solve a difficult puzzle.

Odysseus was not the strongest in body, however he was extremely clever (this is the reason why he was favored by Athena, goddess of wisdom). His bow was not meant to be bent like a normal bow, although many tried. The trick to stringing it was to twist it while one bent it.

No one could bend Odysseus' bow except his son, who figured it out only after a long while.
