It's still James Bond, just as your own name wouldn't change if you went to live in France. English names will be pronounced with a French accent, but the spelling doesn't change unless you choose to change it.

practically every movie in the franchise he utters the world famous phrase, so that is 23 times (24th still in production).
I would say James Bond, because in Europe they only know Sesame Street (where Kermit the frog isn't a big deal:D) and maybe the newest muppet movie. But James Bond is famous in Europe, USA and even Asia.
Thunderball was the original James Bond film and Never Say Never Again had no strings attached to the original James Bond series.
