There are two ways to say it. The first is when referring to your own mother and the second is for referring to someone else's mother and is also used when you address your own mother.
1. ha ha - はは(母)
2. okaasan - おかあさん(お母さん)
If you are referring to someone else's mom:

(your mom is nice)
If you are talking about your mom you may also say "okaasan" but it is common to say:
