I'll assume you mean the e with an acute accent: é. You can enter this character by holding Alt and pressing 0233 on the numeric keypad, then releasing Alt. (It doesn't matter if Num Lock is on.) The capital É can be entered by holding Alt and pressing 0201.

However, if you're going to be doing a lot of typing in French, I recommend you use Windows's "language bar" (look for it in the control panel) to enable switching between English and French keyboard layouts. On the French keyboard, the number row across the top is filled with characters like é, è and ç, which are on the 2 key, 7 key and 9 key, respectively. (You can still hold shift to use those keys to type numbers.)
