It depends on the context. If you are being formal or are talking to a group of people you use "vous" but if you are talking to a friend or one person you use "tu". For example, if you were talking to a teacher, parent or older person you would use "vous". If you were talking to a child, friend, sibbling ect. you would use "tu". Just be careful because the form of "you" that you use will change the endings of all of the verbs in the sentence!
