It comes from the term "hermano carnal," which means, "brother from the same mother (and father)." In Spanish, especially among the young and the gang affiliated, they've dropped the "hermano" part and put all the meaning on the "carnal." It's the hip way to say, "Bro' " By adding the 'a' to the end, making it "carnala," they've turned it into the feminine version of brother, or: sister.
