It is only a derogatory term when it is used as such. The word guera can be used in a friendly way and have no hard feelings. I attend a Spanish-speaking church and they call me "guera" or "guerita" all the time. This being used as a derrogatory term comes more into play in higher-class cities where there are the "whites" (Which are the people of more European blood) and the dark-skinned people, which are mostly decedents of either black slaves or native tribes. There is still tension between the groups as one would presume.
