I think the song is about a man who refuses to quit playing the field with different women and won't commit to a woman who truly loves him, hence the verse about riding fences. The songwriter then alludes to how his false feeling of freedom can eventually lead to his hurt.

The songwriter then cautions him not to draw the queen of diamonds (a woman who is superficially attractive, but lacks substance) because she will be his undoing. He asks him to choose the queen of hearts because she has substance.

The man has the option of choosing one of many quality women, but he only wants the ones he can't get to love him.

The man is getting older and older, but still hasn't settled down with any one and his false sense of security in his "freedom" is little comfort in going through life alone.

The songwriter then asks the man to think about his life and how wandering from woman to woman is a cold and lonely existence. He's getting older and older still, but the thrill of chasing women around is now losing its allure.

He finally tells the man to get off the fence and actively look for a loving relationship before it's too late to do so.
