clouds are full of supercooled water. It's constantly evaporating and recondensing, because the air in a cloud is saturated. The vapor pressure over ice is lower than over water. So if there are any tiny ice crystals in the cloud, the evaporated water will freeze onto them instead of condensing on the water droplets. The freezing creates snowflakes, which either fall to the ground as snow or melt on the way down and become rain.

An important implication of this is that if an airplane flies through a region of supercooled water, the water can deposit onto the aircraft wing (icing!!!) causing a dangerous situation even in the absence of snow! The temperature that is most susceptible to this process is -15 C.
