There are many settings as the it goes into the past, so we experience a number of settings, like montains, geneve, ingostald, the ship, icy... etc
Switzerland, 18th century
The novel begins with Robert Walton's letters, written from St. Petersburgh, Russia, to England. Robert continues to explain that he finds Victor Frankenstein on the Arctic Ocean.

Victor begins his story in Geneva, Switzerland. He then goes to university in Ingolstadt, Germany. He returns home for a while then goes on a vacation with his friend Henry through England all the way to Scotland. While floating on the boat, he drifts to Ireland where he is charged for Henry's murder. He returns to Geneva to marry Elizabeth. After her death, he follows the creature all over Europe to kill him.

The creature is born in Ingolstadt, Germany and moves in with the De Lacys, also in Germany, though they are originally from France. Safie and her father are from the Middle East.

It depends on whether you mean the book or one of the many, many movies. The original Frankenstein starts out in the Arctic, where an explorer discovers Victor Frankenstein near death. Frankenstein then tells his story, which takes place in Switzerland and Scotland, with a final chase through Europe and Russia to the Arctic.
