Most say that this genre began in the time of Edgar Allen Poe and Nathaniel Hawthorn in the earlier 1800's. Most of the first short stories were made to be published in magazines in pieces that were released monthly so that people would have by the next edition in order to continue their read.

The first thing you have to realize is that the short story has always been around and it is its current popularity that is phenomenal not its 'sudden existence'. Consider the book of Genesis, one of the oldest we can think of. It is just a compilation of short stories. So why has the short story suddenly become popular?
I think that the major reason is 'ease of publishing'. It use to be that books were expensive things that required a lot of work to put together and sell. Only the most affluent of people could afford them. Therefore if you were going to make a book you would make it a worthy thing; big and content heavy.

It wasn't until the printing press was invented that little things like pamphlets and the like became economically popular.

Another major factor was free time. Back before there was television, the internet, and electronics games etc. People were left with large blocks of free time after a working day to fill up. If you weren't into communal activities like singing and dancing then settling down with a good book (and a candle) was a good way to fill up an evening. Now-a-days there are too many ways to fill up your free time and most of it that we do have are not novel worthy. Short stories are much better able to fill the short slices.
