Yes, in some cases (small buisnesses, partnerships ect) this is the case but in other cases it doesn't always work. Can you imagine a bank where the tellers talk directly to the main owners? You can find positives and negatives about both flat and narrow structures online and so you need to look at those and see if a flatter organisational structure is better than a narrow structure in the specific case.
