I work for a service company that outsources a lot of work to India. The representatives in India will take phone calls from customers, process claims or other functions, or just about anything. Outsourcing service is probably a lot easier than outsourcing manufacturing. No. What "business process outsourcing" means is outsourcing the "non-core" overhead parts of a company's business, such as payroll, employee benefits, accounting, and customer service (no joke on that last one).
Business process outsourcing (BPO) is a sort of outsourcing wherein a third-party service provider is employed to carry out one or more business functions in a company. The third-party is responsible for doing all tasks identified with the business function.
Offshoring is not considered a form of outsourcing when a company retains control over its operations and manages its own employees in a foreign country. In this scenario, the company directly oversees production or service delivery without transferring responsibility to a third-party provider. Essentially, offshoring becomes distinct from outsourcing when the company maintains its operational functions, even if they are conducted abroad.

When outsourcing, a company seeks to move internal operations to an external source. For instance, you might decide that instead of maintaining a payroll division in your human resources department, that you'd rather outsource to a payroll company. Outsourcing is done because you can often gain more expertise, and lower costs, by contracting to firms that specifically deal with particular business functions. Outsourcing is often confused with "offshoring," which is when a company moves a portion of its business functions overseas. Outsourcing may be foreign or domestic.

So There may be 100% outsourcing in which every thing from Recruitment to separation will be done by the third party which is not on the role of the organisation. But practically no body use this model. Generally organisation are doing outsourcing for one or two critical functions.
Human Resource Outsourcing (HRO) is the practice of delegating various HR functions and responsibilities to external service providers.
