To make this clearer I called this agent stating I wanted to make a claim against his client. He is an independent agent, and sells insurance from many companies. He is giving me the run around. Is required to tell me the name of the company that insures his client?
If you are required to carry homeowners insurance by, say, the bank through which you have your loan, you can switch to another provider for insurance at any time (there are a few forms you would need to fill out, but your new agent would be able to help you with that). You wouldn't be able to switch to another kind of insurance, though. The new policy would need to be a homeowners policy.
You would need a rental dwelling policy. Just ask your agent for it.
It depends on Colorado state law. Search for an insurance agent in Colorado on Google or another search engine like Every Insurance Agent. They should be able to tell you directly.

Safeco Insurance Company is represented by Independent Insurance Agents who contract with them. If you purchased insurance from Safeco then you did so through an Independent Agent. Unless you changed your agent for some reason such as moving to another area the original agent would still be your agent or at least the agency would still be who you would go to for assistance. I know this because I am an Independent Agent who represents Safeco Insurance Company and am proud to represent such a fine company for many years.
Talk to your agent to be sure
An insurance agent has a contract with an insurance company which specifies his rights; but basically an agent has a right to be paid a commission for the insurance that he or she sells.
