I think you are asking why doesn't ocean water go down the well made by a drilling rig or why doesn't the ocean water splash over the rig. The drilling rig used is in deepwater drilling is a semi-submersible, meaning that part of the rig is under water. But where the people work is pretty high off the water, as much as 75' above the water. Now, the well must be constructed so water from the ocean can not enter the well, and that oil found miles below the sea floor and under high pressure, does not enter the well. There drill pipe with a bit on the end that turns and makes a hole in the sea floor. But this drill pipe from the rig floor to the ocean bottom is inside another pipe called a marine riser. The marine riser keeps the ocean water from coming inside the well. The well must be designed so oil doesn't come into the well. As the well is drilled, the driller will circulate a heavy drilling mud, to prevent oil and gas from coming into the well. Also, they will cement in casing (basically large pipes) to keep oil and gas from entering the well. The drilling rig is a semi-submersible platform (not anchored to the sea floor). It has been destroyed by fire and is lying in 5,000 feet of water at the ocean's bottom. As it plunged into the ocean, it drifted and is a good distance (I believe around 1,400 ft) from subsea wellhead. The drilling platform will never be repaired.
