From what I understand, outsourcing is generally spoken about in the context of the work place. A common example of outsourcing is when a company will have a project that it sends to its employees in another country to do rather than having the employees in the company's home country work on the project. Often times, this is a less expensive option. It is controversial because some see it as hurting the economy and taking money away from people who are quite capable of completing the same task while others see it as a way to limit expenses.
Sometimes, people visit another country as tourists, to learn more about it and to see the sights; in some cases, they visit because they have a friend in that country. Other people visit a foreign country because of their job-- a number of companies have offices in various locations, and an employee from the United States might visit the office in England or France or wherever.
