This is not done by the US Mint. It may be a machined novelty or magic coin of some type or a home made glued together coin, either way it has no collectible value.
No, it's not possible that a double-headed quarter with two such diverse dates could be a legitimate Mint error. Dies are destroyed, if not worn out through usage, by the end of the year in which they are used. The coin in question is almost certainly a novelty or magician's coin.

It wasn't "misprinted". It is an ordinary quarter that was gold plated by a promoter and sold as being something special. Someone probably spent it after they tried to sell it to a coin dealer and was told it was a damaged coin worth only a quarter. In addition it couldn't be dated 1994. All 1994 quarters have the old eagle design on the back. Delaware quarters were struck in 1999.

you would be lucky to find anyone to give you anything for it. US coins have little value - even quarters. To be a bit more specific, at current (07/2009) exchange rates a common 1994 U.S. dime would be worth all of 6p, and a U.S. quarter would be worth a massive 15p!

25 cents, it is in common circulation. The P means it was struck at the Philidelphia mint which strikes a lot of the coins intended for circulation. It is not struck in any precious metals and isn't worth more than any other quarter you'd randomly find in your pocket change.
