If it really is silver its worth about $8 in silver melt. However, the vast, vast, vast, vast majority of them are not silver. First, look at the mintmark, if it isn't an "S" for sure it isn't silver. If it does have an "S" mintmark it may or may not be silver. If it is in a proof set that says "Silver Proof Set" it is indeed 90% silver, if it just says proof set, it is not silver.

A 2004 American Silver Eagle in Uncirculated condition is worth about $17. Proof is worth about $40.

If you are referring to the special silver proof half dollar it is worth about $40 -$45. All other half dollars from 1995 are not silver and are worth 50 cents. Unless it is in a special holder it's almost certainly not a silver proof.
