Your best bet is to remove the poly with a floor sanding machine that hardwood floor re-finishers use. It would be the same process as an interior floor. There is a large push sander that you walk behind that uses a heavy grit paper that is used first to remove the poly. Then you use a finer grit on the same machine to fine up the appearance of the wood. You also need an edge sander (it's a fairly large two handed use machine) because the large sander doesn't get completely to the edge. You then need hand scrapers to remove the poly from the corners, which neither sanding machine can reach. Finally, you would use a buffing machine, that you walk behind, as a final restoration of the woods appearance.

You can rent hardwood floor sanders at any Home Depot style store or U-Rent-It type shops.

The deck is then ready to be stained, re-polyed, or painted.
