probably glued down & the adhesive was poorly spread or has degraded & let go, the only right way to do it is to peel it back & re glue, but the carpet will almost certainly fall apart as you try to peel it back.. no real good way to do the job. Some will say cut & reglue, but the carpet will fail at the cuts & others will say inject adhesive, but you cant get good spread & that will look bad shorthly too..
