The state of Arkansas does not require you to have a "hunter education card" (which you need to get a game license [or tag]) until you are 16 years of age.

Under 16 years of age you are required to hunt under the supervision of a hunter who is at least 21 years of age and holds the hunter education card.

Once the hunter has turned 16, they must get their hunter education card through the Arkansas Game & Fish Commission (you have the choice of doing the course on-line (with a short 4 hr field exam) or you can do a 2 day course that lasts 10+ hours.
