Don't know about boats and it differs on region but the basics for both are generally; liscences are mandatory at 16 years old (and special species like trout may need special licences.) Also if you are keeping the fish they have to make sure it measures up to the limit of the bosy of fishing. Meaning if you catch a smallmouth bass and the limits are 18-24 inches, your bass has to be within those measurements or it's a 500$ fine. And many places don't allow you to keep your fish, you should check that too. Other then that some fishing etiquette like; be safe to people around you while casting, try not to crooss lines, and don't be too nosy to other fisherman.

Well black drum can live in both saltwater and freshwater. I catch drum all the time in SALTWATER fishing, but when I got home I put it in my freshwater pond and it survived.
