Generally, the Federal government does not consider black powder weapons "firearms," so they may bought or sold by any person, in any fashion, without regard to Federal Firearms licenses. Delaware still considers them to be deadly weapons, so you cannot carry one in a concealed fashion without a state issued CCDW.

I purchased a 50.cal CVA Bobcat Muzzle Loader today at Kittry Trading Post in Kittery Maine (USA). The list price was $100.00 but i got it for $85.00. I have also seen the same gun for $65.00 on Google.

A lot of what makes a muzzle loader the best is dependent on the price you want to pay. Ashland Guns inline muzzle loader is called the best by some but comes at a price of over $2500. Others consider the Accura by CVA to be the best at $600.
