in most cases a phone call from a witness stating you have been hunting illegally. they have more rights with regard to this type of crime than for a police officer investigating man vs. man crime.

Yes. The DNR are allowed to question anyone and even enter private land to make sure that people are following and abiding by the laws, and will write up tickets for those who do not. Many of them are pretty friendly, but not too many DNR officers will let you off scott-free!
The issue in that case involved a guy who wanted to hunt in the City of Saginaw. (That's right, a City.) The city had a "no discharge" ordinance, banning the discharge of weapons. The court ruled that the local government ordinance COULD be overruled by the DNR. However, the DNR's rules applied only to Townships, not cities.
