It depends. If you live in a state that allows use of a centerfire rifle, I would choose a simple bolt action model. There are many. You will also need to choose the caliber of bullet. I suggest the .243 Winchester but there are many good ones.
If your state does not allow centerfire rifles, then you could use a 12-guage shotgun with slugs. I suggest a simple pump action like the Remington 870. Get one that has iron sights on the barrel or a scope. If you only will hunt deer with it, get a barrel that is rifled. Then load it with 3-inch shells that are suited for either the rifled barrel or smooth bore, depending on barrel you have.
Either way, be sure to become proficient with the gun. Become a good, safe shooter.
I would recommend for average sized game deer(Where I live Red Stags) a Remington 700 Civil Model chambered in .270.For large game it's more of an ammunition concern and there I would recommend 30-06 150-180 Grain or maybe a Bolt Action scoped rifle chambered in Winchester .300.Another good weapon is a compound bow for States and Countries that do not permit firearms.I recomend getting a custom built bow(or even a recurve).
The best deer hunting gun you can use Ceaser Garuni. They are very similar. Deer and elk are much alike anatomically, though elk tend to be larger. For this reason, a different caliber gun may be required for an elk. Guns like a 7mm rifle will do fine for deer, but it's questionable for elk. A 30-06 is typically a good gun for both.
