Any silencer should be effective on an air rifle. Be aware that most silencers are restricted under the Gun Control Act of 1968, and possessing one without having made the necessary applications and paid the required fee can get you in a heap o' trouble, boy.
The air filter is refered to as an intake silencer.
As long as you know the barrel diameter, which would probably be a metric measurement being that the gun is made in Turkey, you would have to have a "silencer" custom made. (and we don't call them silencers)
There is NO Best and inexpensive air rifle. A good quality air rifle is going to cost you money. A cheap air rifle will reflect it quality by how poorly it performs.
Scorpion Air was created in 1990.
The Scorpion came out in 2007, It comes in .177 or .22 caliber. It is a single shot bolt action PCP air rifle. (Pre-Charged Pneumatic) meaning the it requires a hand pump or scuba tank to charge it. It weighs 7.8 lbs. and fires a pellet at 988 (.177) or 815 (.22) FPS.
One of the best is a Feinwerkbau Westinger & Altenburger. Biathlon Air Rifle Model P700 Aluminum. Average cost $2,480. It's an Olympic Match Rifle.
Actually the laws regarding silencing the report of a rifle apply to center fire/ rim fire guns. I don't think you will want to challenge it in court though. No one sells a "silencer" for air guns. That tells me it's not worth doing or talking about...

You will need to specify the use.
One that was designed for air rifles. Best will be determined by your intended use and how much you spend.
Goto the parts counter and order the part for the 1LE Camaro. That part comes without the air silencer, and they have plugged the hole. I have one on my 95 Z28.
If you are looking for a quiet air rifle, then look for one that has a "shroud" on the end of the barrel. An air rifle "shroud" on an air rifle is like a silencer on a firearm only it legal to have one on and air rifle in most places. The Shroud is often called a "noise dampener". Gamo offers the Whisper model that clams to reduce the sound by 52%. There are others that are much more quiet but they can be very expensive. As an example I own an Air Force Condor that has a full barrel Shroud with 5 baffles in the shroud. It's very quiet but expensive, costing over $700. The Benjamin Marauder is also a quiet air rifle with a full shroud at a cost just over $500. I suggest you look at the following web page. http://www.pyramydair.com/s/m/Gamo_Whisper_Air_Rifle_Combo/1275
