Actually, stripers can be caught year round, even in winter. December, for example, on the Outer Banks of North Carolina, is an excellent time to catch stripers in the surf. Most anglers use an 8 ounce weight, and live eels for bait.
You can catch the Striped Bass at any time on the third island where you meet Suzy McDress. It is in the stream where you get out of the canoe.

Full moon is the BEST time to fish, especially if the tide is coming in, but as long as the tide is moving then you should be set for fishing, unless your fishing for rare fish or using crap for bait( in which case you would catch catfish before anything else.
Yes it works great because I went fishing yesterday and I caught 7 fish a couple of bass and one catfish. It was a hell of a time. And I think chicken liver is the best bait to caught fish from ponds and rivers.
