That is completely wrong. it all depends on water temperature, Ph levels of water, moon phases,spawning times,feeding periods,surf,tide,cover and density of fish population,and thermaclines.

When this is happening, hormones in the fish rise about 2 times the average amount, they become more territorial, more aggressive towards other fish in the ecosystem, and tend not to lay up in cover and wait for a bite to eat but rather find food.

Their is no real answer to this question but in general you want overcast cloudy skies with water temperature at least above 60 and no more than 95. Bass are lethargic at lower temperatures.
