The lee side of a hill or mountain is the side opposite the direction from wich the wind comes.
A desert biome would typically be found on the rain shadow or eastern side of high mountains. The high mountains block moisture, creating a dry environment on the leeward side where the rain shadow effect occurs.
The Pacific northwest has several different types of landscapes. On the coast you have beaches and shoreline (seascapes). On the windward side of the mountains you have temperate forests. In the mountains you have classic rough, craggy cliffs and valleys. On the lee side of the mountains you have a semi-arid sandy region.

No mountains border Kansas. Kansas is flat if there were mountains then they wouldn't have tornadoes. Now, Colorado borders Kansas and Colorado has the Rocky mountains but those run up the western side of the state.
