If the meter is sensitive enough and there is a resistance between the neutral and ground then the meter should be able to detect it.
Not unless the water line is cut on the cities side of the meter. Even that is doubtful because the meter should be one way and not allow house water to get back to the main line.

Absolutely. Many people excacate and then place an above ground pool into the hole such that a foot or two stays above ground. Also make sure you either have clearance for your filter system or run the line into the ground and up to the filter as well.
