Where do the fish go in winter?

Fish live through the winter because when water freezes, it floats. If water did not float when it froze, lakes would potentially be solid ice with fish and other aqueous creatures frozen throughout. The frozen layer on top of a body of water lets the water below stay at a habitable temperature.

According to me, my guess is that when the temperature goes below 23 Degree Celsius the Ice Again converts into water, there becomes a layer of ice below that icelayer the water is so cold less then 23 degree celsius that the frogen ice again coverts into water & the Fish & other aquatic animals can survive this is the nice funda of Water, thus god as safeGuarded all the animals Thanks to God in the form of nature!!!

You are on the right lines and the oceans do have layers of different temperatures and salinities; but 23ºC is really quite WARM! It's 73ºF! So, what does happen?

Water has the unique property that like everything else it contracts as it cools, but at 4ºC, it stops contracting and starts expanding again as the temperature falls further. Therefore, when its surface temperature falls to 0ºC (32ºF) for fresh water (lower for salt water) and ice forms, it is less dense than the slightly-warmer water below, so ice floats. The water at the bottom of the ocean is generally at that maximum density point, 4ºC, so can support life assuming it also contains enough oxygen (some deep-water floor areas can become anoxic).

If water did not have that wonderful property, the oceans would be solid ice below a shallow layer of water accessible to the Suns' warmth.

Most of the water in the sea is well-oxygenated so fish and other animals can thrive and stay active even under the ice.

If we scale that down to ponds on land, provided the water is reasonably deep they too freeze only on the surface but leave the very slightly warmer water below, as liquid. So the animals in it just shelter down at the bottom, and basically hibernate or at least become torpid, which means they automatically reduce their demand for the available oxygen.

Incidentally, one thing you must NEVER do if you have a fish-pond, is break the ice especially by hitting it. You don't need to break it, but worse, the shock-waves in the water from hitting ice hard, are likely to kill the poor animals below.

No, they will freeze to death and die, unless it is a saltwater pool, in which case they will only die if they are Freshwater Fish. Still, it is not a good idea. The filter will get clogged with their feces and there will be no ecosystem, unless you feed them daily.

Many fish will enter a sort of modified hibernation state. They will dramatically slow down their metabolism and other bodily functions as well. These fish will not just stop moving like other animals do when they enter hibernation. Instead they enter a state that is very similar to a trance. These fish will swim very slowly because if they stop moving completely then water won't pass over their gills and they will suffocate.
