Usually blowing only hot air means the water is not covering the pads. This could be abad water pump, clogged pump inlet, low water level or clogged distribution lines where they drip water on the pads. It is possible the pads are also caked with mineral deposits and no air can get through. Take the cover off and see what the water is and is not doing.
