I'm assuming your question refers to 1909 Lincoln cents minted at Philadelphia and with VDB on the reverse side. According to PCGS, mintage figures for all 1909 Lincoln cents are:

1909 VDB: 27,995,000

1909-S VDB: 484,000

1909: 72,700,000

1909-S: 1,825,000

Remember that Philadelphia didn't (and doesn't) put a mint mark on cents so there technically isn't a "P" cent, and all cents minted since 1918 have Victor D. Brenner's initials on them.

The value of coins is very dependent on the condition. 1909 D VDB and P VDB Lincoln pennies are worth from about $2 not so good condition to about $20 for excellent (almost mint) condition. The rare coin is the S VDB. It is worth from about $1000 to $2500. The S, indicating it was made in San Francisco, is just below the date. If it's an S you've won the jackpot.
