In 1922, France was given the mandate over Syria by the League of Nations. This mandate was established following the end of World War I and the dissolution of the Ottoman Empire, which had previously ruled the region. France governed Syria until it gained independence in 1946, during which time various local nationalist movements emerged.

United Kingdom. The British carved out the Mandate of Palestine in 1919. It took its current shape (dropping Trans-Jordan) in 1922.
There is no such designation. Some people call the "British Mandate of Palestine" as "British Israel" in shorthand, but this is an incorrect designation. The British Mandate of Palestine occupied all of the territory included in 1949 Israel, the Gaza Strip, the West Bank, and a small portion of 1949 Syria on the east bank of the Sea of Galilee. It was a British occupied territory from 1922-1948.
League of Nations
I think it is a Mandate.
Iraq, Syria, Lebanon, Transjordan (now Jordan), and Palestine were established as distinct political entities during the aftermath of World War I, particularly with the Sykes-Picot Agreement in 1916 and the subsequent League of Nations mandates in the early 1920s. The modern borders and political structures of these countries largely took shape between 1920 and 1922. Iraq was formally recognized as a kingdom in 1921, Syria and Lebanon were established as French mandates in 1920, and Transjordan was separated from the Palestinian mandate in 1923. Palestine was designated as a British mandate in 1920, with its status evolving over the following decades.

"The British Mandate of Palestine (1917-1922) afforded the Empire governance authority over what is today Israel and Jordan." In this example the mandate is equated with the enforcing an act. Another example is the United States' Affordable Healthcare Act Mandate that individuals purchase insurance, or apply to Medicaid (in applicable States). Here mandate is a government creating an enforceable requirement.
The British didn't promise a homeland to the Jews. The League of Nations designated the Palestine territories of the Turkish Empire as the land for the Jewish homeland in 1922. This was after the Balfour declaration supporting this, the declaration was written in 1917. The British were given a mandate by the League to administer the territory. Please see the related link for the League of Nations mandate.
