Absolutely. Too much activity can cause overstimulation. So can too much noise. Babies are still trying to take it all in. They are in a strange new place and can't see more than a few feet in front of their faces. You can tell they are overstimulated when they begin to fuss, they turn their head away from the toy or the noise that is overstimulating them, and they start to rub their eyes and face. It's quite easy to fix though. Take them to their bedroom, where it's quiet and calm, and just hang out in the rocking chair until baby dozes off for a nap. When they wake up, it should be back to normal.
