It's possible but doesn't commonly happen. Herpes isn't passed while the baby is in the womb.

If the mother has a break out while she delivers the baby, then the baby could get herpes as it comes through the birth canal.

How ever this can be prevented. Most doctors usually prescribe antiviral medication (which is safe to take when pregnant) a few weeks before the baby is due, to help prevent break outs.

If the mother doens't have any signs of a break out while she goes into labor, then she can have a natural birth with very low chances of passing herpes onto the baby.

If the mother wants to completely eliminate the riks of passing herpes onto the baby then she can have a c-section which eliminates the risk of passing herpes. But c-sections can be risky so the mother should have a chat with her prenatal care provider about how to safely deliver her baby.
